Unusual Old Thing - SOLVED

It's 12 inches tall . The top part is hollow wood with a brass tube-like thing that is removable . The base is solid wood . The 3 metal straps are brass . I think the wood is mahogany . And there is that thumb screw part . Any ideas ?
