This was found in Frankfort, Ky. Anyone know what this is and what it was used for.. belt buckle.. or what?

Your buckle is from a US army "Mills-pattern" cartridge belt, which was in service from 1880 to 1905. There are several versions of US buckles for that cartridge-belt. The version you found is from 1887 to 1894. See photo and info on page 567 in the book "American Military Belt Plates."
