Found awhile back at one of the early sites. Heavy rust of course, just now cleaning it up. Looks possibly hand forged

metal wheels on skates of my childhood weren't made of much . one thing I'm pretty sure of and that it's not a valve handle.

Yeah I think it’s cart wheel or from a double wheel industrial caster

They were called "casters" and came on many things. I have a set of old Fairbanks scales that has them.
