I have attached an Excel workbook to verify deciphered messages. It is based on the same principle of Cipher 2 when solved with the Declaration of independence...each number in the Cipher has only one letter.

All you need to do is copy a deciphered message into the designated cell and select Cipher 1, 2 or 3.
The worksheet will display the percentage of the message has just one letter assigned to one number.

I included the DOI message as an example which produces an accuracy of 100%.

It should also work on Google Sheets.

In addition to Cipher 1 needing to have just one letter per Cipher number, your Cipher 1 solve must also...
1. Use the same style as the Cipher 2 message
2. be specific so there will be no trouble finding it. IOW, one time dig four miles from Bufords

If your Cipher 1 solve can't meet all three conditions than you haven't solved it.
