Walking now. Concrete?

Is this a piece of concrete? Walking now at a site and this was stuck in the mud. Started to break apart. If its concrete what would it be?

Something natch. Can't figure it out. If its concrete what would it be. Could it have been a pipe? There was more to it but it broke apart. Good to see ya
