I can't see any obvious broken areas on top like for a watch fob. I'll grab some more pics and post them

my opinion is that it's a late 1800's police hat badge similar to this the one on this old Boston Police hatc3073df2a126c414d282de1d0d57c679.webp

After Jewelerguy's post and seeing the back, I sort of think it is a police badge. I found two with PP but they stood for Palestine Police. This one is Chicago Police.
