I'm glad you brought that up, it made me think of that show gold rush and how they're dealing with permafrost. Why not blast when they get into the frozen ground. They've blasted before on the show to clear out areas and we do it all the time for mining.
As far as us C4 is a bit much, maybe use an m80 don't know if that would be cost effective over a wheat penny but im always up for new ideas.
