Weird Lobed Gear Thingy (found at old textile mill)

Hey everyone, I found this cool gear at an old mill dam yesterday. Its shaped like a steampunk radioactive symbol. Anyone have a clue what it came off of?

Is it bigger than a breadbox?

My guess is it went to the water valve for controlling the water flow or level at the dam

is it the size of a Volkswagon or a silver dollar?

If its the size of a silver dollar, I believe I have seen it before but cant place it.

I think those are coins setting in it for size reference . if so about 3 or 4 inches with a 2'' hole for the shaft . maybe a paddle wheel like this. or a valve gear at the flow gate

The first pic has a few pennies, a ring, some carved sinkers, and a silver chain I found that same day.
