Weird looking Half?

I went to the bank and got some loose halves and I stumbled across this. I don't know what it could be but i know its defiantly different and looks like it was struck more than once as the eagle is raised higher than all the other ones. Any ideas on what this could be?

Some years, particularly those in the early 1970s are more nicely struck, later ones are weakly struck, especially the examples from the '90s. You can see this across denominations too, especially pennies where the ones in the 60s and early 70s have a much higher relief to them than even the copper '80s.
