Yep it's an orb !! You mostly heard a spirit trying to contact you. Take a recorded and try to capture what they say next time.

Did the voice sound muffled, like..well its hard to explain, you could hear the voice but its like something was blocking the words. Did you hear the voice before you got in the car to leave, or after you got in and found out you had car trouble?
I think someone was just looking after you aa.

aa, take a voice recorder out there and try for some EVPs ( electronic voice phenomenon ). The spirit may be wanting to help you find some object of personal interest; such as his dogtag or a ring with his initials that you can give to his next of kin. I do not say this lightly or jokingly. I am serious. If you read my posts on the Paranormal thread, you'll see that I have an opened mind about such things of that nature. The spirit will be able to put its voice onto the recorder easier than giving it the energy for your physical hearing to pick up. You might consider saying a prayer for it while you're there to help it find peace and go on through to the other side and to protect you from any "dark" spirits.

I was an amateur ghost hunter for a few years, still dabble in it a bit, and about 99% of orbs in photos are natural phenomena, ie rain drop, dust, bug, flash dot, etc. If not for the voices you heard and your strange car trouble, I would say the photo was not a true orb. Considering the circumstances, however, I think perhaps you may have captured something. It would make sense on a military base.
