You got it stud, some type of a belt badge or id, it has two easy on/off belt clips.

Belt badge of some kind.
The two pins keep it aligned, parallel to the belt line.
The knobs are to easily clip/keep it on the belt uness deliberately removed. Examples.Look at your favorite Police TV show, at the 'Detectives.
