Need a size reference.Is that paint flaking off of it? It's iron I presume? I wish you could make out the patent number.Where was it found?

It almost looks like a cover to a compartment of some kind.....are they screws or bolts/pins ?

Too many holes for a buckle....those pins look like they have a head......I am not so sure its a buckle... :P

Belt badge of some kind.
The two pins keep it aligned, parallel to the belt line.
The knobs are to easily clip/keep it on the belt uness deliberately removed. Examples.Look at your favorite Police TV show, at the 'Detectives.
