could have begun as an axe head....not smooth enough to be a used one. IMO

Looks like a core. It is the end of where they had a large chunk and flaked off pieces to make tools ( arrowheads) from. At this point it would be discarded or used as a cutter/ chopper. The do resemble a turtle shell.

I would suggest a biface preform.

its 6" x 4" x 1/4" thick and the thickness is uniform throughout. It has been worked on both faces and all edges.
