Shoulder belt plate? New York Militia? Of course the problem is the emblem that would have been attached to it is gone. But the fasteners look they could have been the same as the one here (if I squint); Civil War New York Militia City Guard c.1855-65 Shoulder Belt Plate
However I wouldn't get your hopes up too high based on my amateur optimistic guess, as I've recently accused myself of "seeing things" that are on my wish list.

I've found a few just like that and was told they were part of tack for a horse.
