What is this maker mark?

I know it's not a good pic so ill describe it a little also. It's a heart that is split like the thing and yang symbol. I'm thinking avon but I'm pretty sure it's not. It's on the tip of my tounge but I can't think of it. Its on the back of a little pin that is a building. the tack topper has made in usa on it.
