Hmmm... Looks like a picture of some traditional clothing. Whose tradition? I don't know...

The signature looks like Mel Solomon or something similar. I did find a Mel Solomon Photography on the west coast, but none of his stuff looked like this.

The photo collection you referenced is from late 19th C. Your piece is woman's clothing among photos from Jerusalem.

I guess someone repurposed the old photo into a decorator item.

Why do you think it's a photo? The signature on a photo would be uncommon. Photos are usually signed on the mounting media.
It looks like another media. Can you describe the paper it's on?

It's mounted to a piece of wood and the wood is signed on the back

The Photo is one thing, the wood back board certainly looks new, shabby sheik I think they call it or something like that
Paint applied to board and then spot sanded
exposed wood IMO doesn't look the be old, aged
