Hmmm... Looks like a picture of some traditional clothing. Whose tradition? I don't know...

The signature looks like Mel Solomon or something similar. I did find a Mel Solomon Photography on the west coast, but none of his stuff looked like this.

Why do you think it's a photo? The signature on a photo would be uncommon. Photos are usually signed on the mounting media.
It looks like another media. Can you describe the paper it's on?

It's mounted to a piece of wood and the wood is signed on the back

The Photo is one thing, the wood back board certainly looks new, shabby sheik I think they call it or something like that
Paint applied to board and then spot sanded
exposed wood IMO doesn't look the be old, aged
again, IMO
