What is this???

I found this in an old dump and was wondering what this was and a possible date. It appears to be a dog that is half shaved with a bucket, with something in it, in its mouth. The feet and tail are broken but that is it. What is this??

Neat. It's a broken Staffordshire figurine of a poodle holding a bucket of flowers/foliage in its mouth. Probably late Victorian... like these:
