looks like it's been flattened a little but I'd say it's part of a nozzle.
 
There are no rivets on the inside though. It was 12" down
 
SOME TYPE OF POUR SPOUT FOR ??????????????? PRETTY NEAT FIND THOUGH ...
 
Looks like spelter or pot metal, maybe indicate an early 1900s or just 1890s date. But as for the function, I'm stumped.
 
No clue. Did they have hookah back then?
