Hi Katie, They look like quartz river rocks to me. I don't think they were tools. Tools are usually found in campsites. Campsites usually have lots of flint or small quartz chips that were knocked off of the rock that was used to make arrowheads, spearpoints, knives, scrapers, etc. To find campsites, look for fields {preferable plowed or at least cleared}that is along a river or stream. Look for a flat area that sits higher than the rest of the field and start walking. Keep an eye out for small chips, broken pottery ans shells. Good luck, steve
