What's Up With These Captain's Bars?

I was going through some of my garage sale finds and came across this insignia. They appear to be Captains bars. Only thing is they have a red enamel letter A in the center and it's positioned in such a way that the bars have to be worn sideways or horizontally versus vertically. Any ideas as to why?

I haven't seen anything like them as far as military issue. I would lean toward them being police or fire dept related and made to be worn on the shoulders.

As to the medal, that is the ribbon for the Bronze Star, but obviously that's not the medal. I really have no clue on that one, maybe school or civic organization related?

On account of the connector rods being flush with the edge, and that the edges of the bars are not tapered I'd think they were USMC or Navy Lieutenant. I've got nothing on the A.

I think it looks like the U. of Alabama A. I couldn't find anything like it in the ROTC pages. I wonder if it could be campus police. Go Auburn.

Not quite Auburn U's colors but close. ROTC or band?
