Here is list why the treasure hasn't been found...
1. The treasure is real but it's protected by a sophisticated encryption method.
2. It is a hoax! The treasure never existed.
3. After Beale's 3rd trip, he returned to St. Louis and picked up the KEY. He then went on to recover the treasure but didn't bother retrieving the locked iron box.
4. The friend in St. Louis opened the letter, realized in significance of the KEY and used the address on the letter to travel to Lynchburg. He then waited for the right opportunity to open the box, take the cipher numbers, replace it with fake ciphers and put a new lock on the box. The fiend then retrieved the treasure
5. The treasure is real but never buried in Virginia. The story and ciphers were fabricated as misdirection.
6. The treasure is real but never buried in Virginia; however, rumors of it's existence served as the basis for "good" story and published in 1885...
