The fouled anchor and chain is the insignia for a Chief Petty Officer (CPO). I just retired as one last Sat.
 

Nice ring! I served 4 years in the U.S.N. (Uss America cv-66) 1980-1984, I was a legalman third class when I got out, joined the Army afterwards - and retired ;D
 

Congratulations that is a great find. I would love to find an Army one to slip on my finger :) . That's a great display ring for sure.
