Not really. It is more geared to keeping SEO fair. It checks sites for keyword stuffing and other "Black Hat SEO" tactics used to gain ranking in search results by massaging the results.

Forum spammers are selling wares (or warez) with their links to other sites. Those links may or may not be legitimate sites. Some exist solely for the purpose of stealing you credit card numbers or even your identity.
