I was hunting a civil war site during in Virginia and pulled this beauty. It had me stumped then someone Mentioned it was in Eagle drum tensioner from the civil war era. I Found a match online. I am thrilled.

You are correct, but that isn't a drum but rather a banjo head. These were not used as drum head tennsioners.. Drums used ropes and hooks.
