Absolutely not. I've only been hunting colonial sites for about 20 years, and the large majority of the 17th century buckles I've found have been recovered in the last 5 years. Most years are double digit, and buckles I found in just one recent season are pictured below. But this past year I did not hunt much due to a variety of personal reasons plus crop and farmer issues so my totals were rather low. But bottom line - when you put in the time for a dedicated research effort you're gonna be rewarded with plenty of early, high quality finds.
