Can't figure this one out so calling on the experts

Thought maybe a spur or rein guide or oar lock though I think to small and to wide for oar lock.

No holes but there are grooves ( almost like threads) that go around them

Pretty sure it use to be like this, but it’s just rusted over very badly. But judging by the groves, I think a piece of leather held it in place.
