2004 Uncirculated Michigan State Quarter Roll That Came With Extra Quarters

In 2004 I purchased two rolls of uncirculated Michigan state quarters. I put them away and forgot about them. When I pulled them out today, I discovered that one roll is longer than the other. It appears that I have two extra quarters in one roll or two short in the other. The shorter roll does not have the image of George Washington exposed. Is this common that one of these was missed filled? Does it add value?
