To me they look like crude hand engravings of the patriotic screaming eagles that were so popular around 1800 or so.

Agreed, cira 1800 give or take cufflink :icon_thumright:
 

The cufflinks are not unique, there is a photo of them in Tice's Dating Buttons book, page 272 Figure 8 "The Oval, one-piece specimen is struck with a Federal Period eagle. United States , may have been made in England early 19th century. 10x16mm gilded copper.
