Age of this interesting coin?

I found this novelty coin about 4 inches down at the base of a school built in 1927.....Wondering if anyone has seen one of these before and can guess the age. I do hope it doesn't cross the line on what to put on here. Thanks,,,,goadster from dayton, oh
