OK, while it appears that your item has been identified there may be another possibility. I was looking through the latest issue of Western and Eastern Treasures today while at the bookstore and there was a similar piece to yours posted in the "Ask Mark Parker" section. It was one of three pieces that when put together made a metal cartridge holder.
Is your piece hinged? I don't think shoulder scales or epaulets were, but I could be wrong.

It is definitely the "clamshell" from an epaulette. In the first photo of it (showing its top), at the clamshell's base you can see the three "waves" which mimic the shape of the smaller scales which comprise the rest of the epaulette.
