Another - What Is It ?

Not sure if this is the whole piece, part of a piece or what. Both winged parts have prongs that have wood attached and these wings (really don't know what they are called )
are attached to the round centre piece. This could be a tough one to id....This item is small about 1 1/4 inches wide..Thanks in advance to all

I remember a hinge something like that on my Mom's old treadle sewing machine it was attached to the wood that dropped the machine down, not the top.
