The only (prominent) artist I know of who signed as ‘TINO’ in caps was Tino Costa, who used numerous variations of his full name of Pilides Tino Costa.

He was born in Russia in 1891 and later emigrated to America (living mostly in Los Angeles) where he died in 1947. However, he’s mostly known for modernist portraits which can fetch very high prices. He did do the occasional landscape, like this one (sold for $160) but yours doesn’t appear to be in his style.

The wording on the back of the board, which says “Property of Memorial Hospital of Southern California” could refer to one of several hospitals. The inscription “20 JNN 27” (?) is presumably for 20th June (?) 1927.
The frame must be a later addition since it has a product mark for ‘Anco Bilt’ (aka Anco Wood Specialties, Inc.), of Glendale, NY founded as the O.F. Anderson Company in 1904 but not operating under the name Anco Bilt until 1934.
