I found this in Hertfordshire england but I'm unsure of what it could be or how old it is.

My guess was a brooch but that's probably wrong.

Both thoughts are good, but I'm guessing napkin holder - nice scallop shape w a indent that may have held a small stone. Seafood fancys !
