Your last pix is definitely a tax token. Your first pix doesn't have anything to gauge size by, but .... if it's very small (1/2 dime sized) it could be the turner dial for a lantern wick thingy.

I'm not 100% but I think it is called a snap fastener. If that word is LASTIC, more than likely off of clothing.
 
Kind of looks like a button/fastener with the "thingy" on the back broken off to me too.
