Any Idea??

Found this in an older park.

It's 6 1/4" long x 2 1/2" wide at it's widest x 1/2" deep.

The designs look like flowers.
It has screw or nail holes at top and bottom.
It's heavy and read as a penny & dime on my Ace 250.
The back has three studs holding the key shape, so it can't open or slide.
