Kind of what I was thinking. Could be a halfted scraper made of bone. It is very similar in form to a flint piece I bought off ebay that was very nicely polished from use as a scraper of some sort. I wonder of the base is complete except for the corner missing?
 
Maybe worn as an adornment?
 
It bares a resemblance to what's referred to as a quill polisher by some people I know in the Dakotas.
Those are bone.
I haven't seen one with notches.. I suppose there could have been cord wrapped around that for transport worn around the neck possibly.

Whats the actual size of it? Also is it broken on the flat end, might of been longer at one time. The other side of it is it flat or roundish.
 
Hi guys...thanks for the idea's on what it is. Yes, what are the notches for...? The size is 2 inches long and the end near the notches looks broken....man, now I'm going to have to take it out and take better pictures, because you guys are making me even more curious on what it is....thanks rock :icon_scratch: lol

It does look like a quill flattener a Gator mentioned. It may have possibly been worn around the neck.

It may also have been part of a necklace?
