I wonder if the US Postal Service issued these to their carriers who had routes in areas that took them over frozen lakes? Just a thought.

Seriously though, here's a link for a book on ice skates...maybe you check and see if a book store or library near you carries this book, or contact the writer and send him a copy of your photo....they may be able to identify yours.
