Bourbon County, Ohio find - what is it?

I found this looking thru my daughter's newly tilled garden along with a couple flint tools. Bourbon County, Ky. Anybody know what this is?

Was it found in Bourbon County Ohio or Bourbon County KY?
But either way it looks like it might have been a start of a scraper.

Hard to say by looking at this photograph, I can't see flaking. Does this piece have a heavy patina? Looks kinda like limestone to me.....

Savant makes a good point, if in fact limestone, the notch very well may have been ground with another tool instead of flaked....
