Brass coin shaped item with Hebrew or Arabic writing, a rabbit, and #'s 0 - 9

I'm not sure what this item is and was hoping someone could assist. If it didn't have the slot in it I would have thought it was a coin or something. Maybe some sort of token?

Can anyone identify what language the text is in? Translate it?

With the rabbit looking animal on one side, I am wondering it it is some sort of Jewish Passover item.

Thoughts?
