Im not so sure its a rivet either. The square shank is made to fit in a square hole and hold tight so as not to turn. It looks like the threaded part may have broken off.

I agree. It's most likely one of the bolt assemblies for a hand saw handle. They still make them...but, they made them a long time ago too.
