bullet wraps

what did they wrap rounds in (what kind of paper or was it cloth ?)
I am thinking to accent my collection I was going to use pepper as powder and use modern day balls as projectiles' So what should i use? and tie the end?

The powder could be held in cloth, nitrated paper, or other material.

It will depend on the type of bullet you are trying to simulate as to how the charge was wrapped and attached.
