Button or Wax Seal ??????

Hello All,
Trying to find out any info on this button or wax seal.
It has Taylor and Son arched above the top of an eagle clutching arrows and olive branch.
Arched below the eagle is Sheffield.
The entire button has the design in mirror reverse. If you were to press the disc into wax it would produce a raised image of the design.
Can't make up my mind whether it is a field cast button or a wax seal of some sort.
Any help would be apprecitated.
Let me know what you think it might be.

I vote for wax seal. Reversed inlaid design and back stub that seems too thick for shank......just OneMansOPinion. aloha..johny mc.
