Can anyone confirm what I have been told about this relic

I was told by some cannon guys at a cw relic show that it's a navel cannon fuse igniter, also called a "slap fuse igniter". I found it in a cotton field that had a plantation home dating back to the pre-war era. I have found many civil war items on this site: bullets, buttons, period silver and clad coins, gun parts, etc. It's solid brass with part of a spring in the center. Thanks in advance.

Looks like part of a hand plane to me, part of the clamp for setting the blade depth. No idea really and cannon fuse igniter sounds much more interesting.
