Venezia is the Italian name for Venice, and winged lion is the traditional symbol of Venice. They look like souvenir salad-style fork and spoon.

They say Montagnani Italy on the back...Could they be Silver?
I doubt it. Although some older (1872-1973) Italian silver is found without a purity stamp (.800 being the Italian standard at the time), for the most part they did have a makers mark.
Your pieces definitely look post mid century which would be hallmarked for purity (.800 or .925). They actually look to be brass from your photos, of course that could be the lighting too.
