Not sure what your question is... The 'satchel' looks like a Victorian era man's wallet. Tell us the size to know for sure. Paper money was much bigger back then...

Perhaps you could write out the contents of the letter, can not really make out what is written, and where or how did you come across it. It's it perfect shape after 159 years?, must have been locked away somewhere.

Is there a preceding page to this that puts it at Camp Douglas in 1862? What I get from this page is:

"…long time, but no one knows yet, although some of the boys say we have marching orders. every time a boy goes out for a short time he [brings?] in some very important news which in the end doesn’t amount to shucks.
There were two deaths in our company last week. one young fellow by the name of [Sprague?] from [place name beginning with C and ending y or g?] and the [looks like Aus. as in the abbreviation for Australian] who died yesterday morn. at [? a.m.?] was from Bristol. his name was Smith. there are quite a numbers [sic] others very sick. There were 48 men in our co. this morn. at inspection which is all the men in our co. fit for duty & that is more than we generaly [sic] get out. I must write a few lines to [Frankie?] in answer to a letter I just rec’d from her. with my very best respects to yourself & the [Judges, presumably the Judge family?] I will close. Yours as ever [G.W. and surname beginning P and ending k… perhaps Pick or Peck?]
P.S. you need not consider this as a letter although I would be very glad to hear from you. [G.W.P.?]"

I also tried interpreting the handwriting and agree with Red Coat with minor differences. A possible interpretation of the home city of the young fellow named Sprague is Canandaigua, a town in upstate NY. Also, I think that rather than sending respects to the Judge family, he may have been sending "respects to yourself & the Judge".

Hope to hear more from the OP.
