possibly legal action. Happened several years ago. Here is Florida, easy to tell them apart - the copper ones (pre 1982) don't disentergrate after month in salt water. Since Dec 8th found 2 Wheaties (1951-D, 1957) out of 197 found cents or about 1%. Haven't counted coppers, but probably about 20, or 10%. In other words, out of about 200 found cents, about 25-30 probably can be spent or saved, the rest so corroded that they can't even be spent - you literally can't tell the corroded ones are cents.
