Couple hunting dogs, but what was it?

[bigsprings]

Found an ornate piece of brass stamped with 2 hunting dogs on it. the piece has 2 hangers on the back similar to a button back and the long hook. Pretty bent up. Not sure of it's application. Any ideas?
