Crystal and silver barrel decanter, hallmark?

Hi everyone,

This is the second time I have posted this on this forum. The last time was probably a year ago. I still haven't identified this objects origin or age. It came into our family around 50-60 years ago in Scotland. The hallmark, which is located on the bottom side of the tap, is a person standing sideways holding a bow and arrow and has what looks to be a shield or wings on their back. The person is in a shield shape that has 3 points on the top side. Beside the hallmark is a "1714" which I also can't really understand. I am describing the hallmark so much as my camera is having trouble capturing it well. Can anyone assist in identifying its age and origin?
