Declaration of Ind. buckle find?

Who was the person who found the possible shoe or other type of buckle from Dec. of Indep. signer? I saw this on the site a while back, but can't find it. Thanks. I want to let them know they should submit this to the PBS series History Detectives, a great show. This is the kind of thing they would cover for sure.
