Digging holes on California beaches carry 100 to 1,000 in fines???????

I watched J Leno the other night and he said California passed a law or will be passing one, stopping people from throwing footballs or frisbes ect. and up 1,000 fine for digging holes 18 inch. deep!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Is this a sick JOKE!!!!!!
